The Wichita Falls City Council unanimously labeled the former Grand Hotel at 401 Broad Street a dangerous structure and gave the owner 30 days to demolish it. If the owner does not, the city has authority to take down the building itself.

City’s case

Assistant City Manager Paul Menzies told council members the decision was about “accountability, public safety, and the future of downtown Wichita Falls.”

Code Compliance Supervisor Alex Borrego cited “widespread ceiling leaks, water damage, and mold-like growth.” Environmental Health Administrator Samantha Blair pointed to public health risks from mosquitoes and rodents that could spread beyond the site. Fire Marshal Craig Berend raised concerns about life-safety equipment. Borrego said the odor was significant even with an N95 mask.

Owner’s response

Phillip Townsend, representing owner Larry Williams, argued the city had not met its burden of proof and accused inspectors of bias. Townsend said Williams had lost a loan roughly five years ago that would have funded the project. The agenda listed roughly $43,000 in unpaid taxes on the property.

The owner now has 30 days to demolish the structure before the city moves to do so.
