The City of Wichita Falls announced Wednesday night that former police officer Daniel Wilson has been indicted in connection with the August 2025 arrest of Victoria Lang at a McDonald's on Holliday Street. The city also released body-camera footage of the arrest, which it had previously described in an April 7 suspension letter as 'unreasonable, unnecessary, and excessive.'

According to court documents and a city statement, Wilson was indicted on two counts of official oppression, a Class A misdemeanor under Texas Penal Code 39.03. If convicted on both counts, he could face up to two years in jail and a fine of up to $8,000. All individuals charged with a crime are presumed innocent until proven guilty.

What the body camera footage shows

On August 26, 2025, Wilson and former officer Douglas Gulley responded to a call about a woman refusing to leave the McDonald's restroom. Officers identified her as Victoria Lang, then 19, a Midwestern State University student. According to the city, Lang declined to identify herself or provide identification.

The video, captured on Wilson's body camera, shows the officers carrying Lang out of the restaurant and forcing her to the ground in the parking lot. Wilson is seen placing his hand on Lang's neck and pushing her down as she attempts to stand. He then grabs her by the ankles and drags her across the parking lot to a squad car, where the officers place her in the back seat on her stomach with her legs in a figure-four hold position. The footage shows the officers did not give verbal commands instructing Lang to walk during the encounter.

Investigation and indictment

Crystal Washington, executive director of CHARM North Texas, said the case did not gain wider attention until months after the arrest. Washington said Wilson was not fired immediately and that the investigation was eventually referred to the Texas Rangers rather than handled internally.

Mayor Tim Short said the city referred the case to the Texas Rangers to ensure an independent investigation. 'We turned the investigation over to them so it would not be handled internally and there could be no questions,' Short said. 'When they told us that it was appropriate to release it, that's when we did it.' Short said the release of the footage followed through on a commitment the city made when the investigation was complete.

Gulley resigned from the department, and according to the city no charges have been filed against him at this time.

Community response

Washington said she viewed the footage and called the arrest unlawful. 'When I saw it last night for myself, I was angry,' Washington said. She said she hopes Wilson is convicted and faces prison time, and that Gulley is also charged.

Short said the city is encouraging residents to participate in the 21st Century Policing review process led by 21CP Solutions and to share their concerns through that channel. The Wichita Falls Police Department declined to comment, citing the ongoing investigation.
